Job Summary

L&T Energy Hydrocarbon is seeking an experienced and detail-oriented Senior Buyer to join its Supply Chain Management team at Knowledge City, Vadodara. This role demands a highly skilled procurement professional capable of managing complex purchase processes, coordinating with internal teams and suppliers, and driving timely procurement outcomes aligned with project goals.

The ideal candidate should have a proven background in handling A, B, and C category items, vendor negotiations, SAP-based purchase operations, and international procurement documentation. The Senior Buyer will play a pivotal role in supplier evaluation, order management, logistics coordination, cost control, and documentation management.

Key Responsibilities

Primary Duties

• Process RFQs, evaluate offers, place purchase orders, and ensure successful PO closure.
• For A-Category items:
  • Identify suitable suppliers in collaboration with the Centralized Logistics and Buying (CLB) team.
  • Issue RFQs, coordinate receipt of offers, and manage technical clarifications (TQs) with DEC, QA&I, and Proposal Managers.
  • Prepare and resolve commercial queries (CQs), conduct Commercial Bid Evaluations (CBEs), and highlight price adders.
  • Negotiate pricing, terms, and delivery timelines with suppliers.
  • Select suppliers and finalize back-to-back agreements where necessary.
  • Provide recommendations for supplier shortlisting based on ITB inputs.
• Manage B and C-Category items:
  • Handle full cycle from RFQ issuance to ordering, ensuring delivery schedules align with project timelines.
  • Lead negotiations and ensure procurement is cost-effective and timely.
• Execute purchase orders (POs) using SAP, ensuring accuracy and alignment with project terms.
• Support CLB in drafting and executing Frame Agreements for recurring procurement categories.
• Distribute priced and unpriced PO copies as per standard communication protocols.

Logistics & Shipment Coordination

• Obtain transportation sketches for ODC (Over-Dimensional Cargo) or OWC (Over-Weight Cargo) from suppliers.
• Inform logistics teams and field sites on expected readiness dates.
• Verify and clear supplier shipping documents in coordination with DEC, QA&I, and PMT.
• Ensure timely issuance of dispatch clearance and track document submissions, especially for imports.

Financial & Documentation Control

• Raise Release Permits (RPs), reconcile them, and monitor Letter of Credit (LC) status and amendments.
• Coordinate with F&A to ensure advance fund arrangements for shipments.
• Maintain and update the Fund Forecast Register.
• Verify invoices, initiate payment requests, and track timely supplier payments.
• Manage Bank Guarantees (BGs): issuance, amendments, extensions, and discharge communication to F&A.
• Track supplier final documentation and ensure availability of personnel for site erection or commissioning.
• Maintain records of costs incurred on behalf of suppliers and ensure recoveries.
• Ensure full PO closeout, including change orders and delivery extensions.

Quality, Compliance & Reporting

• Update supplier performance data in the system and maintain detailed procurement files (both physical and digital).
• Maintain compliance with DACP, SOPs, and procurement procedures.
• Assist in insurance claims by gathering required documentation from suppliers.
• Identify procurement-related risks and develop mitigation strategies.

Shared Functional Responsibilities

• Coordinate with suppliers on export documentation and clearance formalities.
• Collaborate with QA&I and DEC teams for timely closure of Technical Queries (TQ) and Technical Bid Approvals (TBA).
• Discuss and finalize supplier lists for RFQ dispatches in consultation with CLB and PPM.
• Provide billing inputs to PMT for client-related invoicing.
• Initiate BG encashment processes through F&A, in consultation with CLB or PPCH.
• Oversee supplier compliance during the Defect Liability Period, including coordination for material replacement or repair.

Candidate Requirements

• Bachelor’s degree in Engineering (B.E. / B.Tech) from a recognized institution.
• 12–20 years of professional experience in procurement, preferably in large-scale hydrocarbon or industrial EPC projects.
• Proficient in SAP procurement modules and purchase order documentation.
• Strong negotiation and supplier management skills, particularly in handling A-category capital-intensive equipment.
• Familiarity with international procurement norms, import documentation, and logistics planning.
• Excellent communication and cross-functional coordination skills.
• High level of accountability, process orientation, and attention to detail.
